It is a concertino by Australian composer Tim Davies (who, by the way, wrote a really cool percussion ensemble called Sprungee Jump). It is available as a piano reduction, or you can get the orchestra/band score from Studio 4. We've sold a few copies at percussion specialist, and people seem to really like it.
