One of the great things about being a performer is that you get to interpret all kinds of pieces in your own personal way. The name may give you some idea as to what the piece means, but once you learn a piece it becomes yours. If you listen to all the recordings of Velocities you will many, many different ways of interpretation. The title of a piece only gives a clue. As far as the ones you mentioned consider this: Time - Miki is probably referring to the moving time patterns. Try and keep a good beat and make a lot of them.
Ultimatum - Ultimatum is an english word. Get a dictionary and look it up. I think that the beginning statement could be an ultimatum. Once again, up to you.
Concertos offer even more room for expression. If the composer didn't give the concerto a title, obviously you are free to interpret it how you would like.
