I've played Merlin a few times (!!) and I would comment that the beaming in the second movement of Merlin is indicative of the underlying rhythmic organization (as with all music) and should be heard; the accents indicate either reinforcement of the beaming or syncopation against the beaming; and the tenuto markings indicate important pitch material lines that should be brought out.

The entire concept of the second movement is in the contradictory implications of these various elements and how they provide "false downbeats" and obscure any sense of regularity, illustrating how we are "out of tune with Time."

Christopher is entirely correct that the first movement is equal in importance (and difficulty!) to the second.
