A couple of thoughts:
1) While I don't own a Ross marimba myself, I had ample opportunity to check out the Ross 4.3 octave rosewood instrument while in grad' school a few years ago, as a fellow student owned one. Based on my experiences with this instrument, it is actually a very good quality marimba, even more so given the price advantage that Ross offers. Definitely worth investigating.
2) For pricing, I'd suggest checking out Steve Weiss Music (I believe there is a post earlier on this message board with the phone number for Weiss). It has been my experience consistently that Weiss' prices are better than those of Lone Star or Woodwind/Brasswind, although I have never purchased a mallet instrument from any of them.
3) I'd stay away from those marimbas with synthetic bars - even if it means waiting a little while to save up the money to afford a rosewood instrument. If you're serious about learning the instrument, I suspect you'll soon tire of the characteristics of the synthetic bars. (I have no experience with padouk marimbas, so I can't offer any opinion on them).
4) Have you investigated the purchase of a used instrument? It takes a little bit of legwork to find out when a marimba is available - it's not as convenient as going to a music store and seeing guitars hung on the wall - but it might bring a better quality instrument into your budget. If you are a PAS member, you can check out their classifieds (www.pas.org - I can't remember offhand if their classified ads are available to non-members); you can also look for "for sale" ads (or post your own "want to buy" ads) at:
www.sweetwater.com (go to the "trading post" section - primarily geared towards recording and pro audio gear, but mallet instruments show up once in a rare while.)
Usenet newsgroups: rec.music.makers.percussion (primarily a drum set newsgroup, but mallet instruments are mentioned occasionally) rec.music.makers.marketplace (like sweetwater's trading post pages, primarily for pro audio gear - but you'll find mallet instruments listed occasinally.)
...or perhaps someone with a marimba for sale will see your ad on the marimba.org message board.
There is also a website for a store which deals in used percussion instruments. I've never purchased from them, nor do I have any connection to them, but to the best of my knowledge, they have a good reputation. Here is their URL if you wish to check them out:
