This is an interesting idea, but...
If the idea is to present audio excerpts (.wav, RealAudio, mp3, etc.), as I understand copyight and licensing, you'll have to pay the owner of the material - both the composer and the performer. I don't believe that there is a minimum length to the excerpt, under which one is not required to compensate the performer/composer.
I'm not as familiar with copyright law when it comes to publishing sheet music excerpts, but I do know that I can't use any excerpts from copyrighted material (other than my own, obviously) when writing my articles for Jazz Player Magazine. "Distribution" is "distribution," whether printed on a piece of paper or posted to the Internet.
I'm not saying it can't be done, but there will be a financial commitment involved - especially given the international nature of the Internet.
